2007 Nissan Primastar Part 1 - Sticking clutch pedal

I was asked to take a look at this van. The owner (I'll call him Peter. His wife owns the Ford B-Max that I've featured on the channel) was having a problem with the clutch pedal not quite going all the way up when it is released. I though I'd try the simple stuff first. I sprayed some penetrating fluid followed by some white grease to try free it up. Peter gave it quick road test and it was still sticking. I then took it for a longer drive off camera and it was still the same. Aside from the clutch pedal not quite going all the way up when it is released, it seems to be fine (no sponginess in the pedal so the hydraulics are fine) so the problem is with the pedal.
