Weatherball is a base 50 normal type special attack move that changes type and doubles in power according to the weather. Drizzle makes it a base 100 base power water move, Pair that with 50% boost to water moves under rain and 50% more on STAB bonus and you'll get a base 225 special water move, which is yes, still weaker than Hydro pump that 247.5 base power, but Weatherball had the quirk to change into a fire type move under sun which cripples some mons who takes advantage of Sun (mainly mons with chlorophyll) which I find quite amusing to watch happen ^^
