It was held between January 19 and 29, 1973 and, as in previous editions, it was played on asphalt with the presence of snow and ice. The characteristics of the rally kept the old format of the Monegasque test, with a first stage with a concentration route, where the pilots left from different parts of Europe to Monte Carlo and a second stage where the stages against the clock were disputed. Chaos broke out on the Burzet stage: the road had been blocked by a snowstorm before the start, but the organizers decided to run the stage. Some teams managed to get through it until it ended up being jammed by a snow bank and the participants who arrived later were crowded together creating a massive traffic jam, for which they were penalized. Spectators believed that the rally had been called off, they tried to exit the stage. Said teams, unhappy with the organization, decided to raise their voices and block the sections, even the police had to intervene to avoid major problems, but finally the test continued
