After a resolution passed by Suffolk County in 1983 determined the plant could not be safely evacuated in the event of a nuclear accident, Governor Mario Cuomo ordered state officials to not approve any evacuation plans sponsored by LILCO which effectively stopped it from ever operating at full power.
