Richard Rothstein and Leah Rothstein will discuss their new book, Just Action: How To Challenge Segregation Enacted Under The Color Of Law, moderated by SC State Senator Tameika Isaac Devine. He is a Distinguished Fellow of the Economic Policy Institute and a Senior Fellow (Emeritus) of the Thurgood Marshall Institute of the NAACP Legal Defense Fund. He is the author of many other articles and books on race and education, which can be found on his web page at the Economic Policy Institute. Leah Rothstein is co-author, with Richard Rothstein, of Just Action, a sequel to The Color of Law. While in The Color of Law, Mr. Rothstein described how government policy created residential segregation, Just Action describes how local community groups can begin to redress the wrongs of segregation. Leah has worked on public policy and community change from the grassroots to the halls of government. She has led the Alameda and San Francisco probation departments’ research on reforming community corrections policy and practice to be focused on rehabilitation, not punishment. She has been a consultant to nonprofit housing developers, cities and counties, redevelopment agencies, and private firms on community development and affordable housing policy, practice, and finance. Her policy work is informed by her years as a labor and community organizer, working on issues such as housing, environmental justice, workplace safety, and youth leadership. ABOUT THE MODERATOR Tameika Isaac Devine earned a Bachelor of Science degree from Hampton University in 1994 and a Juris Doctor degree from the University of South Carolina School of Law in 1997. Devine began her law career as a Staff Attorney for Carolina Regional Legal Services and later joined the SC Attorney General’s Office in the prosecution division where she served as an Assistant Attorney General. In 2001, she became a founder of Jabber & Isaac, PA, where she practices primarily in the areas of real estate, probate and personal injury. In 2002, Devine was elected to the at-large seat on Columbia City Council, distinguishing herself as the first African-American female to serve on City Council, the first African-American elected to an at-large position and the youngest person to serve on the Council. In her almost 20 years on the City Council, Tameika planned and executed countless projects that made a real difference in people’s lives and our community. She served as Mayor Pro Tem, using her experience as a coalition-builder and a problem-solver to deliver results for our families. She served as a board member of the National League of Cities, Women In Municipal Government and the National Black Caucus of Local Elected Officials. In January 2024, she was elected as State Senator for SC District 19 to finish the term of the late Senator John Scott. In addition to the numerous legal and political organizations Tameika serves on, she is also a member of Delta Sigma Theta Sorority, Inc. Jack & Jill of America and serves on the board of SC Women in Leadership.
