First permit: When you travel from Manali to Ladakh you need a permit to cross the Rohtang Pass. It's called the Beyond Rohtang Pass permit. You can apply for it from the below link. Do keep in mind that Rohtang Pass is closed on Tuesdays for maintenance. Do you need this Rohtang Permit when travelling from Leh to Manali? NO, you don't need it if you come from Leh to Manali.
