"The Youngstown & Southeastern Railroad is the oldest, continuously operated short-line railroad in the state of Ohio. Since its inception, the Y&S has undergone many changes, operating for almost thirty years as an electric interurban and later as a dieselized short-line owned by the Pittsburgh & Lake Erie Railroad. In 1996, the Y&S was purchased by Rail Ventures, Inc. with the intention of selling the rail for scrap and the land for development. Claiming RVI had fraudulently purchased the line and fearful of the economic circumstances of losing rail service, the Columbiana County Port Authority attempted to acquire the Y&S from RVI in 1999. This government "bail-out" resulted in 12 years of litigation and millions of public dollars spent on line rehabilitation. Despite losing many customers during the 'Great Recession,' the Y&S continues to provide a vital rail link for Southern Ohio." The Knowledge Exchange is completely casual.
