Unveiled by Zelenskyy earlier this week, the plan hopes to compel Russia to end its invasion of Ukraine through negotiations. The proposal is being considered by Ukraine’s Western partners, whose help is vital for Kyiv to resist its bigger neighbor. A key element would be a formal invitation into NATO, which Western backers have been reluctant to consider until after the war ends. Sybiha expressed hope that France would support the plan and its implementation. "Supporting and implementing the 'victory plan' will be the best response of Ukraine's allies to Russia's escalation of the war," he told journalists. He also underlined the importance of long-range weapons and the possibility of using them to destroy Russian military targets, which he said would help halt Russia’s advance. Long-range strikes are a key part of Zelenskyy’s five-point plan but have been met with reluctance by Kyiv’s allies so far.
