Population Census

In today’s video, we delve into the concept of Population Census, its importance, and the challenges faced in conducting it, especially in Nigeria and other parts of West Africa. What is a Population Census? Population Census can be defined as the systematic enumeration of all nationals of a country at a given period of time. It includes: Counting all nationals living in the country. Excluding non-nationals (foreigners) residing in the country. Including nationals living abroad. Censuses are typically conducted every ten years. For instance, Nigeria's last census was held from March 21-25, 2006. Forms of Population Census There are two main methods for conducting a census: De-Facto Method: This involves counting people who are physically present at the location where they are found during the census period. De-Jure Method: This method counts people based on their regular residence. Information is provided by the head of the household or an available family member. It is considered less ideal as it relies on proxy reporting. Importance of Population Census Population censuses are crucial for various reasons: Determining Population Size and Growth Rate: Provides accurate data on the population’s size and how quickly it is growing. Economic Planning and Policy Making: Helps governments to create effective economic policies and plans. Per Capita Income Calculation: Essential for calculating the per capita income, reflecting the standard of living. Resource Distribution: Provides data for equitable distribution of a country’s resources (e.g., revenue allocation). Flow of Grants and Investments: Influences the extent of grants, aid, and investments a country receives. Challenges of Conducting Census in Nigeria (West Africa) Conducting a population census in Nigeria and similar regions faces several challenges: High Cost: The financial burden of conducting a comprehensive census is significant. Shortage of Trained Personnel: There is often a lack of adequately trained census personnel. Inadequate Infrastructure: Poor infrastructure hinders accessibility to certain areas. Customary and Religious Beliefs: Cultural and religious beliefs can impede the census process. High Illiteracy Rates: High levels of illiteracy can affect the accuracy and efficiency of data collection.
