How to use webhooks through Ngrok as the event handler in Azure Event Grid

In the last video, we saw how to create an event subscription for a storage account as event source. However, we will mostly be working from Visual Studio, rather than Azure portal. In this video, we see how to use webhooks as event handler. Unfortunately, our webhook exists in our local environment (localhost) so we need a tool that will forward the localhost webhook to another endpoint that Azure has a channel to.
