He claims the defendant has been late on rent every month, hasn’t paid the water bill in four years, and owes $40,000 in back bills. He is suing the defendant for the state maximum of $5,000. The defendant says the house is in such terrible shape that the neighbors think it’s abandoned. He also says the landlord is responsible for paying the water bill, not him.
