WH: UK GCHQ helped Obama spy on Trump

(16 Mar 2017) RESTRICTION SUMMARY: AP CLIENTS ONLY ASSOCIATED PRESS - AP CLIENTS ONLY Washington D.C. - 16 March 2017 1. White House Press Secretary Sean Spicer arriving 2. SOUNDBITE (English): Sean Spicer, White House Press Secretary "Last on Fox News on March 14th, Judge Andrew Napolitano made the following statement, quote: 'Three intelligence sources have informed Fox News that President Obama went outside the chain of command. He didn't use the NSA (National Security Agency), he didn't use the CIA (Central Intelligence Agency), he didn't use the FBI (Federal Bureau of Investigation), and he didn't use the Department of Justice. He used GCHQ (Government Communications Headquarters). What is that? It's the initials for the British intelligence spying agency. So simply by having two people saying to them, the president needs transcripts of conversations involving candidates Trump's conversations involving President-elect Trump, he's able to get it and there's no American fingerprints on this. Putting the published accounts and common sense together, this leads to a lot.'" ++SOUNDBITES SEPARATED BY BLACK FRAMES++ 3. SOUNDBITE (English): Sean Spicer, White House Press Secretary "Again, that happened, I think, two days ago. It was something that was, you know, reported on air. I think the point is that there's been, no, no it has not been raised, but I do think again...we're not...I'm just...all we're doing is literally reading off what other stations and people have reported. And that casts concern that some of the activities that may have occurred during the '16 election. We're not casting judgement on that. I think the idea is to say that if these organisations, these individuals came to these conclusions, they merit looking into." 4. Spicer leaving STORYLINE: The White House Press Secretary on Thursday quoted Fox News coverage suggesting that the UK's Government Communications Headquarters (GCHQ) may be implicated in alleged wiretapping of Trump Tower. Sean Spicer went on to quote former judge and Fox News analyst Andrew Napolitano, who, during a March 14th broadcast, claimed that former President Barack Obama "went outside the chain of command" to carry out surveillance. Spicer added that while the White House is "not casting judgement" on these allegations, "they merit looking into." The top two members of the Senate intelligence committee released a statement earlier Thursday declaring there is no indication that Trump Tower was "the subject of surveillance" by the US government before or after the 2016 election. Spicer suggested the statement from Republican senator Richard Burr and Democrat Mark Warner, was made without a full review of the evidence or, incorrectly, a briefing from the Justice Department. =========================================================== Clients are reminded: (i) to check the terms of their licence agreements for use of content outside news programming and that further advice and assistance can be obtained from the AP Archive on: Tel +44 (0) 20 7482 7482 Email: [email protected] (ii) they should check with the applicable collecting society in their Territory regarding the clearance of any sound recording or performance included within the AP Television News service (iii) they have editorial responsibility for the use of all and any content included within the AP Television News service and for libel, privacy, compliance and third party rights applicable to their Territory.
