Moving from Bureaucracy to a Technocracy Governance

During my discussion on "Derana Get Real" program, I expressed my views on why Sri Lanka requires “Development Through Democracy & Not Development Through Dictatorial-ship”. The country requires a leader that can bring healing to the nation, a leader that can bring empathy towards its people. The government coming to power must consider in converting bureaucracy to a Technocracy. Technocracy is a proposed system of governance in which decision-makers are selected on the basis of their expertise in a given area of responsibility, particularly with regards to scientific or technical knowledge. In more practical use, technocracy is any portion of a bureaucracy that is run by technologists. A government in which elected officials appoint experts and professionals to administer individual government functions and recommend legislation can be considered technocratic. One must also consider the Metrocratic principles of governance where political power is vested in individual people on the basis of talent, effort, and achievement, rather than wealth or social class. The Importance of improving the legislature of the country. UNP as a government has focused on developing multiple forms of legislature such as the RTI Act, 19th Amendment, Establishing of independent commissions, furthermore the legislature should be designed to attract investments, including the labour policies. Furthermore, it is important that we as a nation focus on the concept of “Sri Lankan” we are one. If you are born in Sri Lanka, you are a Sri Lankan irrespective of your race, religion, caste or creed.
