(10 Oct 1996) English/Nat The leadership of Britain's ruling Conservative party seems determined to unite its members behind a "wait and see" policy on the single European currency. In a rousing speech, Britain's Chancellor of the Exchequer, played to both the pro-and-anti European factions within the party by favouring a partnership of nations, while remaining hostile to a United States of Europe. Earlier this year, the Conservatives adopted the controversial stance of deferring any decision on whether to opt out or not on the single European currency. Britain's ruling Conservative Party is trying hard to present a united front at their annual conference this week, despite seething differences on Europe. As it prepares for an election within six months, Europe and, more specifically, the single European currency, is perhaps the most divisive issue the party faces. Earlier in the year, the Tories decided to defer any decision on whether or not to join the single currency -- therefore all eyes were on Britain's Chancellor, Kenneth Clarke, when he stood up to deliver his keynote address to the party faithful. Clarke outraged the Euro-sceptics -- as those within the Conservative Party opposed to closer ties with Europe are known -- recently when he rebuffed their demands for Britain to rule out a single currency for at least five years. But he sought to appease all sides in the Europe debate in his speech. SOUNDBITE: "All Conservatives agree on more things in the European Union than we ever debate. We all support a partnership of nations and we are all hostile - I am hostile - to the idea of a United States of Europe. We say no to the social chapter." SUPER CAPTION: Kenneth Clarke, British Chancellor He said no matter what happened, Britain intended to continue influencing the shape of any future monetary union. SOUNDBITE: "And now economy and monetary union is on the agenda. The Prime Minister and I intend to be there, talking about it, influencing it and defending the interests of the British economy." SUPER CAPTION: Kenneth Clarke, British Chancellor Clarke said Britain would be affected whether it was part of the membership or not, therefore it was essential it be involved in the debate. In a call for party unity, he threw his weight behind the Prime Minister's comments earlier in the week which said to opt out at this stage would be irresponsible. SOUNDBITE: "If a Euro-zone is created in the middle of our single market, we will be directly affected, whatever choice - in or out - we make on membership. The Prime Minister was absolutely right to say - 'For us to opt out of the debate now would be a dereliction of responsibility." SUPER CAPTION: Kenneth Clarke, British Chancellor He said it was important to defend the enterprise economy the Conservative party had built. SOUNDBITE: "We have business to do in Europe and we must therefore play a powerful part in determining how business is to be done in Europe. It is no good creating a modern enterprise economy in Britain if we don't defend the interests of that enterprise economy in Europe." SUPER CAPTION: Kenneth Clarke, British Chancellor Clarke also insisted the Tories' economic performance was good enough to ensure an election victory and said if the Conservatives pulled together in advance of the elections, they could do it. As if to sanctify the government's wait-and-see policy on the single currency, the Prime Minister walked across the platform as the conference's longest ovation rang around the hall. Outside, the applause continued as Clarke left the hall.
