Yes, it does, when Layla's shield fires off its stars it will activate the set bonus. This may or may not be useful: You have to hit an enemy with the initial strike from the skill and then use your other characters' skills to fire off the stars. Theoretically the stars should fire slowly enough to maintain the set's shield strength bonus long enough to be useful. As for Layla herself I find her pretty good. Her shield's cool down is quite short and it coincides with when her shield expires. Furthermore you can give her a Sacrificial Sword to bypass the cool down timer. She has a really nice burst with a 40 energy requirement, all but guaranteeing that it'll be ready when you want it. Her burst is a bit like Fischl's skill, creating a cryo turret in the field. With the ToM set she can buff your party's damage. Unlike Diona she can't heal and won't buff elemental mastery.
