How do i know if some element is electronegative or not? well, it depends on whether they want to take in electron to make themselves negative! Focus on the valence shell and the valence electron. The key idea is that the less electron you need to take in (as compared to giving away electron), the less energy you need to use, the easier it is for you to do, then the more likely you want to do it because it is just easy to do it. If it is very easy for you to get the electron, then you have a high electronegativity because you want to take electron to be negative.
