Wide of Zeman and Rusnok drinking a toast STORYLINE: Czech President, Milos Zeman, has appointed his economic adviser as the country's new Prime Minister to form a government of experts, replacing the cabinet of Petr Necas who resigned last week amid a spy and bribery scandal. Jiri Rusnok, who was appointed Prime Minister on Tuesday, served as Finance Minister in the Social Democratic government led by Zeman in 2001-02 and then continued as Industry and Trade Minister in another government led by the same leftist party. Rusnok's predecessor, Necas, resigned after police arrested eight people, including his closest aide, who was charged with ordering a military intelligence agency to spy on Necas' estranged wife and bribery. "Whether any government is to be trustworthy or not depends on who forms it, and what personalities there are within it," Zeman said at Rusnok's oath ceremony on Tuesday. Rusnok's appointment was opposed by the outgoing coalition, which has approved parliamentary speaker Miroslava Nemcova as its candidate for premier and holds a parliamentary majority. "My personal goal is to have it (the new government) formed and hopefully appointed in two weeks," said Rusnok. "It is hard to say what the essential steps are, but the country needs a budget in order to operate. So, we are ready to take that essential step (forming the 2014 state budget)." His government will have to win a parliamentary confidence vote to rule until elections due in May 2014.
