USA: WASHINGTON: REACTION TO PAKISTAN ARMY COUP

(12 Oct 1999) English/Nat There has been a cautious reaction to the political crisis in Pakistan from US officials and diplomats in Washington. The US Administration is trying to play down concerns that a nuclear war may break out on the subcontinent. Officials from the Clinton administration have expressed concern over the events in Pakistan. A military coup appears to have taken place, led by military chief General Pervaiz Musharraf. However at the Pentagon, spokesman Ken Bacon says there should be no increased apprehension over the security of Pakistan's nuclear weapons. SOUNDBITE: (English) "In terms of the nuclear arsenal its my understanding that the Pakistani Army has controlled the nuclear programme and the security of the nuclear weapons as a matter of course. So I don't think that anything should change based on the events we see taking place in Pakistan today." SUPER CAPTION: Ken Bacon, Pentagon spokesman In Washington, the diplomatic staff at Pakistan's embassy are keeping a close watch on the developing situation. Spokesman Malik Zahoor, who doesn't know if he still has a job, has confirmed that Prime Minister Nawaz Sharif has been ousted. SOUNDBITE: (English) "Its again true that the government of Nawaz Sharif is no longer there and but what actually happened there, and what is actually happening there is quite fluid at this time. But I hope in the coming couple of hours time we will be able to get a clearer picture about what has happened." SUPER CAPTION: Malik Zahoor, Embassy of Pakistan spokesman Pakistani troops have apparently seized control of the state-run television and radio stations, closed airports and announced that the Sharif government has been removed. While this information is being reported by news services, the staff at the embassy are still unclear as to what the exact situation with the Sharif government is. Zahoor admitted that Sharif's sacking of the army chief of staff, General Pervaiz Musharraf probably triggered the reaction from the military which was unhappy with the Prime Minister's handling of the border issue with India. SOUNDBITE: (English) "Apparently it seemed that things were alright because the Chief of the Army was notified two weeks ago to be Chief of the Army and Chairman of the Joint Chiefs of Staff, but then suddenly the Prime Minister stacked him. That might have triggered some resentment within the army. But as I told you earlier, I'm in Washington, you are in Washington and no one sitting in Washington can exactly tell you what is happening thousands of miles away in Islamabad." SUPER CAPTION: Malik Zahoor, Embassy of Pakistan spokesman After consultations at the State Department, India's Ambassador to the United States said his government had been concerned for some time about stability inside Pakistan. SOUNDBITE: (English) "Well I wont say that we had any tactical information, but for quite some time what we learned from the press and everybody, we were hoping that conditions in Pakistan will improve and they will have a stable government and a stable democracy. That was our hope." SUPER CAPTION: Naresh Chandra, Indian Ambassador to United States Ambassador Chandra said that India would not use the crisis in Pakistan to its advantage in the disputed area of Kashmir. SOUNDBITE: (English) "I think that it is an internal affair of the State of Pakistan. From our side we will of course do everything in our power to keep things peaceful and not allow things to occur on the Line Of Control or the international border which has a negative impact on the situation."
