What's this?

A mysterious metal structure sits by the side of Kaibab Trail near the trailhead on North Rim. I walked past it many times, and although I admired the quaility of its construction, I never knew its purpose. I still do not. But I have a theory. I read an account of an early ranger at North Rim who recounted that she regularly had to check the rain-guage near the trailhead. I believe that this metal structure held a rain gauge and/or weather station. What do you think?
