INDIA: WEST BENGAL: FLOODS

(22 Sep 2000) English/Nat Torrential rain and floods in India's eastern West Bengal state have killed at least 64 people and left 10 million marooned as the Indian army and airforce struggle to carry out rescue and relief operations. Incessant rain has led to extensive flooding, causing damage to crops, inundating houses and grain storage sheds. As rivers rise to danger levels, the state government has asked residents of the six worst affected districts to try to move to safer areas. One of the worst affected areas is Birbhum district in West Bengal. This has been one of the heaviest monsoon seasons for years and many districts of West Bengal which are just recovering from one bout of heavy rain and flooding have been hit again, and harder. Villages and towns have been all but submerged leaving thousands of people marooned on rooftops, or wading through water trying to find higher ground. The Indian airforce has sent helicopters carrying relief aid to affected areas which have been dropping small numbers of packages of food and drinking water. Army boats were ferrying people to safer places and carrying food, medicines and water supplies to inaccessible areas. SOUNDBITE: (English) "Six million people in three provinces were affected by the floods is enough to switch all the red lights on because this is not just a flood -- it's a new flood in addition to what we've had in the state before. And I could imagine resources in the area are very much strained and stressed for the time being." If you can't get to the people you cannot distribute anything. And the distribution by airborne means, helicopters -- eventually fixed wing aircraft -- is very expensive, very sophisticated, and very short in supply."
