The bench of justices, comprising Sanjay Kishan Kaul and Sudhanshu Dhulia, stated that they were surprised by the government's failure to take action to prevent the harassment of citizens. They criticized the chaotic state of the city and the reluctance of public authorities to address the issues. The court pointed out that the central government had committed to releasing the Master Plan by April 30, 2023, but it was already five months overdue. The bench emphasized that the delay in providing the Master Plan was causing ongoing problems for the citizens. The discussion in the court also revolved around two premises on Rajesh Pilot Marg and Tilak Marg, which were under seal. Various committees, including a judicial committee and a monitoring committee, had recommended the de-sealing of these premises. However, the New Delhi Municipal Council (NDMC) opposed these orders, leading the occupants to approach the Supreme Court for resolution. The court had previously expressed concerns about the non-adherence to the law in Delhi due to the absence of a new Master Plan and the blanket legal protection granted to certain unauthorized constructions under the National Capital Territory of Delhi Laws (Special Provisions) Second Amendment Bill, 2021.
