Topic: Do not waste water! Water saving: what does it mean and how to measure and do it? (And: to whom does the saved water go?) Summary: In this lecture, Dr. Zwarteveen makes a plea for more precision when talking about a ‘water crisis’, or about ways to help solve it. Focusing on attempts to ‘save water’, her starting point is that saving water is often about re-allocating it – distributing it differently – which means that it always is BOTH a political problem as much as it is a technical or knowledge problem. She will first offer examples of the existence of many ‘waters’ to argue that it is important to be cautious when comparing waters across times and places. Second, by emphasizing that water problems are always specific in their manifestation and effects, she will explain why she is suspicious about the currently popular tendency to treat water problems as if they are global – as in calls for ‘global water governance’. Rather than or in addition to investing in global analyses and solutions, she argues there is merit in nurturing and learning from local forms of collective water stewardship. This also entails pluralizing water knowledge, with explicit efforts to diversify which and whose experiences serve as the basis for comparison or generalization.
