TMNT3 is the last installment of the TMNT series on the NES. Raphael is by far the fastest turtle, but he also has the weakest attack. He is used for the majority of the game. In the boss-heavy final levels he is replaced with Michelangelo, who has a stronger special attack. The special attack (flying like a drill across the screen) consumes health, but curiously enough you can continue to use it even when your health is low.
